Robert L. Howard, Jr., CPA is a Partner in CCR’s Assurance Services Department. He graduated from the University of Connecticut and holds a Bachelor of Science degree in accounting. In 2007, Mr. Howard was named to the Hartford Business Journal’s Top 40 Under Forty list. This award recognizes those professionals who are at “the top of their game” and have a demonstrated record of success.
Mr. Howard has more than 16 years of auditing and consulting experience. He has developed a strong reputation as an expert in Federal and State of Connecticut single audits and has vast experience in auditing and financial consulting in the municipal industry. He served as the engagement partner on our special assignment with the Comptroller's Office of the State of Connecticut to provide accounting and financial reporting consulting to the State, including assistance provided to the State in its conversion to and compliance with GASB No. 34. In addition, Mr. Howard served on the Special Review Committee of the Government Finance Officers Association (GFOA). In that capacity, he performed technical reviews of comprehensive annual financial reports submitted to the GFOA’s Certificate of Achievement for Excellence in Financial Reporting Program. Mr. Howard also serves on the Quality Control Advisory Group of the Firm and is responsible for the monitoring, implementation and training related to any new accounting and reporting pronouncements affecting the public sector. Mr. Howard serves on the Advisory Council to BDO’s Governmental Industry Group and also serves on its Expert Panel where he responds to technical inquiries submitted by Alliance member firms throughout the United States. Mr. Howard is a frequent lecturer at firm sponsored training seminars and participates in industry sponsored speaking engagements. Recently, Mr. Howard led a GASB update session at the BDO Seidman Alliance Annual Conference held in Las Vegas, Nevada.
Mr. Howard is a member of the American Institute of Certified Public Accountants (AICPA), the Connecticut Society of Certified Public Accountants (CSCPA), the Rhode Island Society of Certified Public Accountants, the Government Finance Officers Association (GFOA), and the GFOA of Connecticut. In addition, Mr. Howard serves on the BDO Seidman Governmental Industry Group Advisory Council and Expert Panel, the Governmental Committee of the CSCPA and recently served on the Special Review Committee of the GFOA. Mr. Howard also serves as the Treasurer for a small nonprofit organization. Mr. Howard is licensed as a CPA in Connecticut and Rhode Island.
